Typically, it's the editor who can juxtapose special shots to render the director's cut. That being said, it's the filmmaker who captures the bits in which the editor is collaged. 

Luckily, as a writer, all of you can be. It's essential to note that juxtaposition isn't something created using two shots or two scenarios. It can be generated using a dialogue, an entity, an entity, an atmosphere, a context, an event, or even a color. They can be juxtaposed as long as one piece comes after the other.
